QUESTIONS
Yes. EU citizens buy with no restrictions at all. Since Brexit, British buyers are treated as third-country nationals, which means permission from the Council of Ministers under Cap. 109. In practice this is granted routinely for genuine buyers and your lawyer handles the application, but it takes roughly two to six months and it caps a residential building plot at 4,014 square metres. Worth knowing before you fall in love with an acre.
This is where most buyers get caught out. On a new build used as your main home, the reduced 5% rate applies to the first 130 square metres of buildable area and the first €350,000 of value. Above that you pay 19%, and if the property exceeds 190 square metres or €475,000 in total, the whole transaction is charged at 19%, not just the excess. A holiday or second home is always 19%. Resale properties carry no VAT at all.
Legal fees of roughly 1% to 2%, VAT or transfer fees depending on whether it is a new build or a resale, plus Land Registry and survey costs. One piece of good news: stamp duty on property contracts was abolished in Cyprus on 1 January 2026, so any cost breakdown you have seen from before then is out of date.
Often, and not for the reason people expect. Resales carry no VAT whatsoever. On a €400,000 property that is a meaningful gap against a new build, even at the reduced rate. Resales do pay transfer fees, but those are charged at a reduced scale. New builds win on warranty, specification and energy efficiency. It depends which you value.
Non-EU buyers investing €300,000 or more in new-build property can qualify for permanent residency covering their spouse and dependants. There are income requirements attached and the property must be new rather than resale. The guide sets out the exact criteria.
